New CCIF Report on Electric Rate Design
WEST PALM BEACH, FL (July 14, 2024) – The Critical Consumer Issues Forum (CCIF) today released a new report, Exploring Rate Design and Other Regulatory Tools: Maximizing Grid Benefits & The Customer Experience, during an event collocated with the National Association of Regulatory Utility Commissioners (NARUC) 2024 Summer Policy Summit in West Palm Beach, Florida. CCIF is a successful, fourteen year collaborative that includes members of NARUC, members of the National Association of State Utility Consumer Advocates (NASUCA), and Edison Electric Institute (EEI) member companies.
Exploring rate design as a separate topic for the first time, this latest CCIF report features ten consensus principles developed by participants from the state commission, consumer advocate, and electric company communities in a series of collaborative dialogues this spring. The ten principles represent the group’s consensus in the following three areas:
- Foundational Issues of Rate Design
- Rate Design Considerations
- Customer Education
The report is intended to serve as a foundation for additional dialogue and collaboration among the three core groups, as well as with other relevant leaders and stakeholders in their states and communities and with federal counterparts as warranted. Leaders from each of the major participating organizations commented on the significance of the latest CCIF initiative.
“NARUC member state commissioners are looking for tools to better address customer priorities including affordability and reliability, and innovative rate designs should be in the toolbox,” said NARUC President and North Dakota Public Service Commissioner Julie Fedorchak. “While each state is different and will likely take different approaches, the CCIF dialogue on rate design has helped participants learn from experiences in other states and consider elevating the topic of rate design in their own.”
“This report highlights the changing dynamic across the country about how we view customer interaction with electric rates,” said NASUCA President and Michigan Department of Attorney General Special Litigation Division Chief Michael Moody. “NASUCA members are always ready to explore approaches that may offer customers more control over their own electric bills while improving the reliability and efficiency of the system overall.”
“All across the country, America’s electric companies are working with their regulators and consumer advocates to evaluate the customer benefits of innovative rate designs,” said EEI Executive Vice President of the Business Operations Group and Regulatory Affairs Phil Moeller. “I commend CCIF for convening such a great group of stakeholders over this past year so that we could learn from each other. EEI’s member companies will continue to explore solutions that help empower customers to save energy and money.”
The principles developed during the CCIF dialogues are not intended to represent or override any individual or collective policies or positions of NARUC, NASUCA, EEI, or other participating organizations.
